Gender Equity Workplace Toolkit

Despite two decades of policy efforts, industrial and occupational gender segregation remains a persistent driver of the gender pay gap in Australia. This segregation not only reflects the systemic undervaluation of "feminized" work but also highlights the significant barriers preventing women from entering and thriving in high-wage, male-dominated sectors.

Our Research report presents the findings of an empirical, qualitative research project examining the barriers women face in male-dominated industries within the Australian Capital Territory (ACT). The study adopts an evidence-based approach, combining policy analysis and semi-structured interviews with ten women employed across sectors such as construction, utilities, and transport.

By integrating policy and program analysis, this report seeks to identify systemic barriers and gaps between policy intent and workplace reality, establishing a strong empirical foundation for the development of targeted interventions and resources in the Equality Works project. The Equality Works project is an ACT-wide initiative aimed at improving gender equality and safety for women in male-dominated industries. Phase 1 gathers evidence through policy analysis and interviews with women workers, identifying gaps between legislation and workplace reality. These findings will inform Phase 2, which will deliver a practical Gender Equity Workplace Toolkit to support employers and workers to create safer, more inclusive and gender-responsive workplaces.
